Rules of the INTERSPORT Youth Football Festival - 2017, Hungary - Kaposvár
§ 1. General Rules
INTERSPORT Youth Football Festival will be played in accordance with the Hungarian football rules (which corresponds with the FIFA rules). Regarding the interpretation of the rules, the English text applies.
One club may participate with multiple teams and multiple age - groups. One club may participate with multiple teams in the same age - group. However, a team may only participate in one age -group.
§ 2. Classes
Teams participating in YFF will be classified by age:
1. Age group BOYS
Class U8 - boys born on 1st of January, 2009 and later
Class U9 - boys born on 1st of January, 2008 and later.
Class U10 - boys born on 1st of January, 2007 and later.
Class U11 - boys born on 1st of January, 2006 and later.
Class U12 - boys born on 1st of January, 2005 and later.
Class U13 - boys born on 1st of January, 2004 and later.
Class U14 - boys born on 1st of January, 2003 and later.
Class U15 - boys born on 1st of January, 2002 and later.
Class U16 - boys born on 1st of January, 2001 and later.
Class U17 - boys born on 1st of January, 2000 and later.
Class U18 - boys born on 1st of January, 1999 and later.
Class U14 - girls born on 1st of January, 2003 and later.
Class U16 - girls born on 1st of January, 2001 and later.
§ 3. Accreditation; Proof of Age
Each team should submit a list of players (containing name, birthdate/birthplace, nationality) to the Intersport Youth Football Festival administration before 20th of June 2017. The deadline to submit the list is 2 July 2017, 22:00 hrs (10 PM), at the registration.
On the basis of this list, each player will receive an Intersport Youth Football Festival accreditation card which he/she must carry during the entire event. Players, team leaders and attendants will be able to identify themselves with this card and it will be checked before each match. If the trainer of the other team wishes to see the others’ ID cards (passport, identification card, player license etc.) from which the age of the players can be clearly identified, then the players have to present it. In this case each passports, or identification cards, or player licenses have to be with the trainer before the match. If the trainer is not willing to show passports or identification cards or player licenses before the match, than his/her team cannot play, and they default (lose) the match by 0:3.
All coaches must sign the match report before the start of the match that he/she verified the other teams’ players’ documentation of which their age was determined. Protest because of age issues cannot be made after the start of the match.
§ 4. Dispensations
Dispensations will automatically be given to 1 (one) player per team (participant's list) who is at the MOST, one year older than the team's age/class registered. Dispensation will be given for those teams where the age groups are from 01 September to 31 August. By these teams players who were born from 01 September to 31 December in a year before as in the age group appers can receive dispensation automatically. No other dispensations will be given.
This dispensation should apply for the player entered in the match (written team list). It means that a team can participate with more players who are older (by one year) as the age group in the Intersport Youth Football Festival. , but in one match, only ONE or TWO can participate!
Number of older players are allowed by age groups:
U8-U12 - 1 older player / game
U13-U18 - 2 older players / game
This means that in one match only one/two of the 18 players who is older with (maximum one year) can be present in the group. The other older players cannot be used as substitutes, nor can they sit on the bench during that match.
§ 5. Playing Program
The Intersport Youth Football Festival Committee has the right to alter group arrangements, locations and/or times of the matches until 2nd of July 2017, 22:00 hrs (10 PM). Team leaders will be notified in case any changes are made.
§ 6. Playing Fields
All playing fields are grass or all-weather grass.
Classes U8 boys - 20 meters x 40 meters (3x2m goal size)
Classes U9-U12 boys - 35 meters x 60 meters (5x2m goal size)
Classes U13-U18 boys - normal size football fields
§ 7. Playing Periods
Playing periods are the same in group contests and playoffs. In the playoff phase and finals (direct elimination), there is no extra time. In case of a draw, penalty kicks - according to FIFA rules - will decide the result of the match.
Classes U8-U9 boys - 2x20 mins (5 mins break)
Classes U10-U12 boys - 2x25 mins (10 mins break)
Classes U13-U18 boys - 2x30 mins (10 mins break)
§ 8. Match Details
A written team list (special forms will be distributed upon arrival) must be handed to the referee before every match.
Full controls of team lists and participant's lists will be carried out with the help of accreditation cards, - or for the wish of the other teams trainers by identification cards, or passports, or player license from it is possible to determine the age of the player - before each match. All coaches must sign the match report before the start of the match that he/she verified the other teams’ players’ documentation of which their age was determined. Protest because of age issues cannot be made after the start of the match.
The jersey number each player has on the Participant list has to be noted on the team list for each game.
All team shirts must be numbered and the numbers must correspond to the numbers on the team list. Numbers must be on the back of the shirts. Two players may not use the same number in any given match.
If the referee decides that one team should change shirts due to similarity to the opposing team's shirts, the team appearing last in the program must change. We suggest each team should carry two different color uniforms (dark and light color).
All teams must be ready at the field a minimum of 15 minutes before kick-off.
The team manager must make sure that his players are adequately insured.
All players MUST wear shin guards.
Shoes and jewelry must be inspected prior to the match by the referee for safety reasons.
The teams are responsible for their supporters/fans conduct.
All matches are played using balls of size 5, except for classes U8 and U9 who use size 4.
§ 9. Maximum Number of Players; Substitutions
One team may register an unlimited number of players in the tournament. Any of the registered players may enter a match, though no team may use more than 18 players in a single match.
During one match, substitutions must be carried out according to the following table:
Class U8: 6 players (5 field players and 1 goalkeeper). Unlimited number of substitutions. A substituted player may re-enter in the match. Substitutions can be done without stopping the game.
Classes U9-U12: 7 players (6 field players and 1 goalkeeper). Unlimited number of substitutions. A substituted player may re-enter in the match. Substitutions can be done without stopping the game.
Classes U13-U18: 11 players (10 field players and 1 goalkeeper). Substitutions are limited to a number of five. A substituted player may re-enter in the match (this increases the number of substitutions). The game must be stopped during a substitution. All substitutions should be done within the technical area of the team.
§ 10. Rules of the Match; Penalties
- Application of FIFA rules regarding small field.
- The offside rule is not applicable.
- Passing the ball to the goalkeeper is allowed.
- Goal kick can be done from the ground or from the hands of the goalkeeper. The ball can also be thrown.

- In case of severe offences, FIFA rules apply (yellow/red card).
Cautions and Sending-Off Offences
Players not wearing appropriate equipment will be asked to correct it. Nacklaces must be taken off, ear piercings must be taped down.Chewing gum is not permitted.Insulting the opposition - with special regard to racist remarks - will result in immediate send-off. Purposeful hitting, kicking and intention of the same will result in immediate send-off. Yellow cards and red cards are not accumulated from match to match.
§ 11. Rules of the Game During Group Contests
The participant teams of Intersport Youth Football Festival are divided into groups of four, five, six, or seven where all the teams will meet in a round robin series. Three points will be awarded for a win and one point for a draw. No points will be awarded for a loss.
If two or more teams have the same number of points, the order will be decided as follows:
1. Results of match between teams with equal points
2. Goal difference
3. Which team scored more goals
§ 12. Rules of the Game During Playoffs Phase
From the groups, the four best teams will advance to playoff phase. From this point forward, all play off games will be decided by the tournament system, i.e. by direct elimination. Draws in the play off will be decided by penalty kicks (no overtime).
The matches will be played even in case of bad weather.
§ 13. Walkover
Any team not appearing at the appointed time and place for a match without a valid excuse will be automatically declared loser by 0:3. If a team repeatedly fails to appear at the game, the team may be excluded from the tournament. In case a team fails to appear at the game not from its own mistake (with a valid reason) and it is reported to the Intersport Youth Football Festival Office at least 2 hours before the match, then that team is entitled to a supplementary match. The date and time of the supplementary match must be accepted by the team.
§ 14. Referees
Referees are members of the Hungarian Football Association and there may be invited foreign referees from other football associations as well. Every match will be sanctioned by the Official Committee of the INTERSPORT Youth Football Festival. From U8 to U12 age groups one referee works, from U13 to U18 three referees (one referee and two assistants).
§ 15. Tournament jury
The jury of the tournament consists of members from the Somogy County Directorate of the Hungarian Football Association and the INTERSPORT Youth Football Festival Official Committee. Protests and penalty matters are handled by the jury. Their decisions are final.
§ 16. Protests
The decisions of the referee regarding facts related to play are final. No measures will be taken on protests on decisions made by referees. Protests may be handed in for the following cases:
- if some members of the opposing team cannot identify themselves with an offical Intersport Youth Football Festival Card, or passport, or identification card, or player license for the wish of the other teams trainer. – PROTESTS BEFORE THE
- if the match had been interrupted NOT because of some unforseen reason nor because of weather conditions.
All coaches must sign the match report before the start of the match that he/she verified the other teams’ players’ documentation of which their age was determined. Protest because of age issues cannot be made after the start of the match. Any and all protests must be made in writing, in English language by the team manager. Protests must be delivered to the Intersport Youth Football Festival Office no later than 120 minutes after the match is finished. A protest fee of EUR 100 will be paid at that time (by cash). This fee will be returned if the protest is granted (approved).
§ 17. Insurance
Please make sure that all your players are insured both on and off the playing field. Intersport Youth Football Festival does not carry any group insurance protecting participants in case of injury, illness, theft or damage to property. Intersport Youth Football Festival is in no way responsible for injury or economic loss which may arise in the case of war, warlike events, civil war, revolution or civil disturbances or because of the actions of the authorities, strikes, lockouts, blockades or similar events.
§ 18. Cancellation
The first payment (20% of accommodation price) is non-refundable, so if you cancel your participation we cannot give you a refund.
Cancellation 15 days before the start of the cup - 50 % of the full payment will be returned, in case of the total amount was paid by 30 May.
Cancellation 7 days before the start of the cup - 25 % of the full payment will be returned, in case of the total amount was paid by 30 May.
Cancellation 3 days before the start of the cup - no refund
